• Whether the property lies in a licensed tourism complex - and whether acquisition by non-Omanis is open in that complex at all. The statute expressly allows the state to restrict any single ITC to Omanis, and the land registry must refuse registration in the prohibited zones. This question comes before every other, because a purchase contract over a property in the wrong place never leads to ownership, whatever it costs.
